We are the leaders of Arab States meeting at the Summit of the Arab Economic and Social Development in Kuwait on 22 and 23 Muharram 1430 consenting 19 and Jan. 20 (January 2009), we emphasize the close ties and common goals between the Arab world, and work to consolidate, strengthen and forwarded to the Community Development all Arab, and the reform of conditions and secure their future in a spirit of economic thought of modern Arab Development and a new, committed to what was stated in the Charter of the League of Arab States, and concluded in the framework of the University covenants and agreements and strategies adopted.
While we commend the initiative of the Kuwaiti - Egyptian emphasized the relationship between security and social peace and Arab economic and social development, which has been activated the issuance of resolutions of the Riyadh Summit 2007 and Summit Damascus in 2008 for a summit devoted to advance the process of development in the Arab world.
Has been to take the necessary decisions to ensure that raise the standard of living of Arab citizens, giving priority to Arab investments in common, allowing for more opportunities for the private sector and civil society to participate in the process of growth and economic and social development, as well as the strengthening of infrastructure projects, development of production sectors, trade and services , and social projects and environmental protection in addition to the electric linkage projects and the outline of the Arab linkage programs and water and food security, in order to achieve Arab economic integration.
And confirmation of us to consider social development in all its elements, especially the education and human development are essential for achieving overall development objectives.
While watching the progress made by several Arab countries in the rates of human development, particularly in the areas of education, improve health services, and the fight against poverty and illiteracy. As we follow the progress in the field of economic development, especially in the Free Trade Area of the Greater Arab, and the achievements of Arab regional economic groupings, and progress in cooperative efforts with States and international gatherings.
Despite the achievements, there is still the Arab world faces the challenges of local and international affects the security and integrity and independence of states and gave him social, including at the local level of poverty, unemployment and poor living standards, low rates of bilateral trade and investment, and the migration of funds and Arab talents abroad, poor infrastructure and level of education, and not keep up with the learning outcomes to the development requirements and global competition, in addition to the problems of food and water security, climate change, energy, and non-optimal use of resources, and at the international level owing to the large size of the global financial crisis and its ramifications, the instability of global financial markets, and the risk of recession and economic downturn, and its negative effects on the process of development have broken many of the countries and economic blocs and international financial institutions to find appropriate solutions and to reduce the aggravation of damages, including the efforts made by the Arab States.
Based on the above, we declare our agreement as follows:
Economic and social integration Arab: to redouble efforts to achieve economic and social integration Arab as a primary objective seeks to achieve all Arab countries, and the essential foundation to push the economic and social work joint Arab to achieve economic development and social development of Arab states, including achieving the aspirations of the Arab peoples, and to make them better able to integrate into the global economy, and dealing with political and economic groupings International.
Global Financial Crisis: follow the monetary and fiscal policies enhance the ability of Arab countries to confront the global financial crisis and actively participate in international efforts to ensure global financial stability, and activating the role of Arab financial institutions to increase inter-Arab investments and support the real economy of Arab countries.
Investment: guidance to promote inter-Arab investments and provide the appropriate environment and necessary protection for them, and to facilitate the movement of capital between Arab countries of the Arab world, and expanding the scope and mechanisms of implementation of the Unified Agreement for the Investment of Arab Capitals in Arab countries.
Finance and financial institutions: guidance to promote the role of funds and joint Arab financial institutions and national, and develop their resources, and facilitate the conditions for granting loans, and the development of mechanisms and windows to finance infrastructure projects in order to contribute to the financing of projects of Arab economic integration with the private sector, the provision of credit facilities for enterprises, small and medium and micro small as to contribute in the face of social challenges.
Statistics: to provide statistical data and indicators minute, which is necessary for planning and policy-making and to take appropriate decisions in the areas of economic and social development, to develop and strengthen the capacity of its statistics.
The private sector: the provision of economic fundamentals and the legal environment conducive to private sector work, and remove the obstacles that limit the exercise of its active role in the economic and social development in Arab countries, and strengthening its role in building economic and social integration Arab and facilitate the movement of people, especially businessmen, and remove any obstacles Arab capital among Arab countries.
Human development: to raise the human capacity for Arab citizens in an effort to achieve the Millennium Development Goals in 2015, the Group of the internationally agreed goals to reduce poverty, expand the empowerment of women, youth and expand work opportunities for them, and health promotion and education, and increase real incomes.
Education and scientific research: the development of education to keep up with rapid developments in science and technology, upgrading of educational institutions, and qualify in order to ensure the performance of its mission effectively and efficiently and competently. And support the implementation plan for developing education and scientific research approved by the summits of Khartoum, 2006, and Damascus in 2008, and attention to scientific research and to support its budget, and to facilitate access to knowledge, and documented the link between the Arab research centers, and modern technology, and encourage and care researchers, scientists and make use of them.
Health services: achieving expansion projects in basic health care in the Arab countries, and activating the role of health institutions, the Arab Common to raise the level of health services, and presented appropriately to the Arab citizen, to pay attention non-communicable diseases and in particular the fight against diabetes, attention to the production of medicines and active substances, and to facilitate the registration procedures, ensure security of medical Arab.
Reduction of unemployment: raise the capabilities of the human element as the principal wealth, raising the level of education, linked to development needs and to support rehabilitation programs, training and employment of labor, thereby reducing unemployment in Arab economies, and raising the efficiency and productivity of the Arab labor force to meet the requirements of the Arab labor markets, and provide more employment opportunities in various economic sectors.
Women: the empowerment of women and improving their economic, social, legal, and enhance their role in public life, to achieve the principle of equality and affirmation of the principles of justice and fairness in society.
Youth: directing the placement of the necessary resources for the advancement of Arab youth, empower, and educate, to become eligible to complete the development process, and activate their participation in development projects.
Immigration: to ensure the rights of migrants, pay attention to competencies Arab immigrants outside the Arab homeland, and strengthening ties with the motherland, and to provide a suitable environment for the settlement and the production of knowledge as to strengthen the utilization of these competencies in the economic and social development in Arab countries.
Housing: Housing interest in economic development and social development of Arab countries and to promote and support partnerships between governments and the private sector and financing institutions in the context of an overall real estate investment in the Arab region, and the provision of low cost social housing for people with limited income.
Agricultural development and food security: work to increase agricultural production and improved rates and encourage investment in agricultural development, and to take necessary action to provide an appropriate investment environment, and the rapid implementation of agricultural development strategy endorsed by the Riyadh Summit 2007, to contribute to food security and self-sufficiency as a security priorities Arab nationalist.
Industrial Development: To achieve integration and coordination, and diversification of industrial production, and strengthening the productive base and accelerate the implementation strategy of industrial development that was approved summit in Algeria in 2005.
Trade: guidance for immediate action to remove obstacles that remain for the full application for the Greater Arab Free Trade before the end of 2010, as a prelude to the establishment of Arab Customs Union in the target date of 2015, as an essential step to gain access to the common Arab market in a time horizon of a target in 2020.
Trade in services: speed up the liberalization of trade in services between Arab countries, given the important role this sector plays in economic development.
Communications and Information Technology: liberalizing the telecommunications sector and information technology, to enhance the competitiveness of telecommunications and information technology Arabic, and the development of legislative frameworks that cover aspects of this sector, and encourage the private sector to invest in it.
Intellectual Property: The development of national strategies for intellectual property protection and development of legislation, and consistent also with international obligations, and strengthening intellectual property protection systems to ensure the economic and social progress and cultural development of society.
Tourism: to focus development policies of Arab tourist on the optimal investment as owned by the Arab world tourist potential, including natural resources and cultural and historical sites, through the provision of necessary infrastructure encouraging tourism and investment, taking into account the criteria for sustainable tourism development, and development of tourism projects as a means of achieving economic and social development in Arab countries.
Energy: enhancing Arab cooperation in the field of energy, particularly in improving efficiency, and rational use, as a means to achieve sustainable development. And strengthening networks of Arab electricity grid and strengthen existing, and the establishment of the Arab market for electric power. As well as strengthen the networks of natural gas and expansion, increase private sector participation in investments and management.
And expanding the use of renewable energy technologies, nuclear energy for peaceful purposes in production processes.
Transport: Achieving the linking of the land and sea transport and air among the Arab States, as the arteries of essential for trade and tourism, investment and employment within the Arab region, linked with its regional environment, and seek to raise the level of competitive transport facilities Arab, by going to the policies of liberalization of transport services among Arab countries, particularly in the implementation of the program, including Open Skies, as well as through the development of regulatory frameworks, in order to attract a greater share of global traffic, taking advantage of geographic location of the Arab region.
Environment: Directive to take action to conserve the environment and natural resources, and optimal use to achieve sustainable development, and regarded as a cornerstone in all areas of development of economic and social development, to improve the quality of life of citizens, and work to reduce the impact of climate change and its impact on Arab societies.
Water Security: a New Strategy for achieving water security, and move at the national and the Arab world to face water shortage, water scarcity as one of the major challenges.
Civil society: the emphasis on the importance of the role of civil society in economic and social development, and provide incentives to encourage institutions of civil society in this role, and promote cooperation between governments and civil society organizations.
International Arab relations: strengthening Arab cooperation, enhancing the role of Arab States in the institutions and regional and international organizations.
Institution-building: To promote and strengthen the League of Arab States and its institutions, in order to carry out their mandate to achieve economic integration and the Arab Social and enable it to monitor the implementation of resolutions issued by the Arab summits and ministerial councils of the University.
At the conclusion of our work.
We are the leaders of Arab States decided to approve the Programme of Action of the Summit of Kuwait, reaffirm our determination to implement the provisions of this Declaration and its annexes.
